I finally have a signature I can live with that doesn't involve attachments! It took me a while to get my HTML coding right, but I did it. And when I first applied my webarchive file to my signature file, my image did not show up in Mail's preference pane, but it showed up in my actual email. I tested it by sending to a couple of people who use different email programs, and it looked good in all of them.
