Well actually the processor is the same, but it stands at v4.0 against the iPhone's v1.0. This is why they have been able to increase the clock speed. This is also the reason why the dev team has been unable to find a way to jailbreak the new Touch. This is also the reason why they have shown much better battery life and audio performance on the Touch.
